Kajian Peningkatan Safety di Terminal Bahan Bakar Minyak (TBBM) Plumpang

Terminal Bahan Bakar Minyak (TBBM) Plumpang plays a crucial role in the energy supply chain in West Java, particularly in the Greater Jakarta area. However, a fire incident in March 2023 revealed significant challenges related to the safety and integrity of the asset. This study analyzes the existing condition of the TBBM Plumpang, identifies key risks, and evaluates improvements needed to ensure continued safe operations. The analysis highlights critical issues such as non-compliant tank spacing according to NFPA 30 standards and the presence of overdue assets. Various relevant studies and expert recommendations are also integrated to strengthen the findings. The study aims to provide a scientific basis for developing risk mitigation strategies, including infrastructure improvements and the implementation of more comprehensive risk management, to achieve zero-accident operations.
